Modification and agreement of the measure noun

The measure noun has the following possibilities of modification: it may be modified by adjectives, nouns of high and low quantity may not be modified by a quantifier whereas nouns of exact quantity may and nouns of high and low quantity may not be modified by a demonstrative, whereas nouns of exact quantity may. Measure nouns do not determine agreement on the verb, with the exception of exact measure nouns.
